Address: 256-264 Herries Street, Toowoomba
Job Type: Contaminated Land
Sector: Private

  • Completed a detailed site history and land use analysis of a site with an extensive industrial land use history.
  • Outcomes of the analysis determined that Notifiable Activity 23 had not been undertaken at the site and that Notifiable Activity 29 was no longer undertaken at the site.
  • Implemented targeted remediation and validation to isolated areas of contamination, based on the findings of the soil sampling and analysis program.
  • Successfully removed the site from the EMR.

  • Environmental Protection Act 1994.
  • Environmental Protection (Water) Policy 2009.
  • Queensland Auditor Handbook for Contaminated Land - Module 5: Contaminated Land Investigation Documents, Auditor Certification and Compliance Assessment 2015 (now superseded).
  • National Environment Protection (Assessment of Site Contamination) Measure (Amendment No, 1 2013) 1999
  • AS 4482.1-2005: Guide to Sampling and Investigation of Potentially Contaminated Soil (Part 1: Non-volatile and Semi-volatile Compounds)
  • AS 4482.2-1999: Guide to Sampling and Investigation of Potentially Contaminated Soil (Part 2: Volatile Compounds)

Range Environmental investigated, remediated and validated a site in Toowoomba to a condition that was consistent with the policy criteria for removing the site from the Queensland Government Department of Environment and Science’s (DES) Environmental Management Register (EMR). Following review by a Contaminated Land Auditor (CLA) and submission to the DES, the site was successfully removed from the EMR.

The site had an industrial land use history that extended from approximately 1922 to 2011 and included beverage production (cordial and soft drink) and refrigerator manufacturing. The site was included on the EMR for the Notifiable Activity 23 - Metal Treatment or Coating and Notifiable Activity 29 - Petroleum Product or Oil Storage.

A key achievement from the initial investigation was demonstrating that Notifiable Activity 23 had not been undertaken at the site. This reduced the scope of the soil sampling and analysis program. The detailed site history and land use analysis also indicated that Notifiable Activity 29 no longer occurred at the site. An intrusive soil investigation was undertaken to confirm the underground storage tanks (UST) no longer occurred and that residual contamination was not present.

Range Environmental worked closely with the appointed CLA to investigate 17 Areas of Environmental Concern (AEC) identified at the site as part of the detailed site history and land use analysis. The results of a soil sampling program were used to target remediation and validation efforts to isolated areas of contamination, including of surface soils impacted by hydrocarbons and Benzo(a)pyrene.
