Toowoomba Regional Council engaged Range Environmental to complete noise compliance monitoring for the Ergon Energy Flower, Food and Wine Festival (the Festival) (a part of the Toowoomba Carnival of Flowers).
Attended noise monitoring was completed to assess noise emissions from the Festival with Section 440X of the Environmental Protection Act 1994 (EP Act) Noise Criteria for Open Air Events.
The scope of work included attended noise monitoring during the course of the Festival to monitor noise emissions from live music in an open-air setting. Attended noise measurements were taken in accordance with the Department of Environment and Heritage Protection's Noise Measurement Manual 2013 and Australian Standard AS1055.1:1997 - Acoustics - Description and Measurement of Environmental Noise - Part 1: General Procedures. Noise monitoring activities identified compliant and non-compliant noise levels. When noise limits were found to have reached or exceeded the acceptable threshold, notification and advice was delivered to the Festival organisers in real time.
